They haven't been published yet. The government will publish the calendar toward the end of next spring. As soon as it's available, you'll be able to find it at the link below. It'll say "Soldes d'été 2008".

They're different in each of France's departments. Paris is department 75, so check that entry on the list.

This year, the dates were June 27 to August 4, but they may be different in 2008.

Pretty much every store has a sale, so it's hard to say where the best place is to shop. Just go anywhere. The discounts start out pretty slight--maybe 10% or 15% the first week. As the sales continue, the discount gets higher and higher. Of course, the stores start to get pretty picked over, too.
