What is the title of the movie......?

(The Summary of what I can remember from when I was little) Is that there was this girl and she had to visit a witch with a crystal ball and the only way of getting there was to walk down a sidewalk. But the sidewalk was tilted so she was walking sideways.

I know that this is little to go off of, but it was a really weird movie that I used to love.
