What is the title of this sci fi book. ?

When I was a kid back in the 70s, I read a sci fi book about a society that was kept medicated (and underground for some reason). Well this one guy stopped taking his meds by putting them under his tongue or something and got his girl to do it also. At the end of the book I remember them climbing out of their subterranean city to the open air of the earth. What the h**l was that book. I'm sure it was a fairly common theme in bad sci fi.
