About 30 mph when stock.  Down hill about 35.

About 35 unless you're a heavy guy.  There are faster 49cc scooters out there.  Check out Kymco and Genuine.  They've got quite a few scooters that will be more reliable than the honda.

About 30-35mph, depending on your weight and size.  The more you weigh or the more area you present to the wind, the slower you go.

There's a restrictor in the transmission that keeps it from reaching its full speed; there are other restrictors in the engine intake and exhaust.  I've read about guys getting into their scoots and eking out nearly 50mph without adding go-fast parts.
