A turbo charger increases the mass entering your piston, thus giving you more power. It adds more exauhst gasses to the piston, so that there is more to compress when the piston compresses, more pressure. That adds a significnt amount more power to the car, but it also uses more gas.

Installing them is tricky, they generally come as part of the engine, you have to re work things almost entirely with the valves and everything. Better just to buy a car that already has one.
