  1. u are talking about two things that don't have direct relation with each other , but yes they are indirectly corelated.

    manifold is simply a pipeline , that branches from a main pipe line in a farm system for example or the city water supply network.

    syphone is  a state where any pipeline experiences -ve pressure due to it's raised elevation above the HGL ,

    if this -ve pressure is due to over exceeding the allowable velocity for the fluid that's a venturi.

    any way both of them are avoided as -ve pressure generally causes cavitation just in case it reaches the vapour pressure.

    So , manifolds are mainly pressurized pipeline , but when it's under -ve pressure due to the above case then u can describe this part of the pipeline as a syphon.

    BTW there are also Siphon spillways , but that's another story  (Mind the different characters)
