What is the very best way to clean a CD? Anything would help!?

I have a game that's scratched up pretty badly,

but it works still, kinda skips but I can't get to the next level.

So if you have any answers, that'd be awesome.

BEST way is to go to an electronics shop and buy one of the $5 cd cleaning kits. They are worth it. I've had the same one for years and the solution in the spray bottle still hasn't run out.
