Both will depend entirely on what the vehicle is designed to do, ie. its top speed, its weight, its cargo capacity, its size, etc.  Form follows function in everything.  This means that the way something is contstructed will depend on how it will perform, what is is meant to do, when it's finished.  Figure that out, then design to fulfill those needs.
