Medically, its called Smegma and is due to poor personal hygiene.

As indicated to you, it is smegma - consisting largely of dead skin cells and accumulated secretions. It is normal in all males and we females produce it too.

This material is one reason I prefer my males circumcised as smegma does not then accumulate. It can be removed by washing but in some guys it builds up quickly.

Put simply, it is normal and natural - at least keep it cleaned out but you might give your partner more comfort by being circumcised.
