What is the whole deal with the 'Why so serious' thing?

What is it. I see pictures about it, and I see that there's a website. By looking at it I still didn't really understand. Is a movie, or about murder or something. Or is it real. And what is the whole deal about it... what happened etc.

The Joker;s father asked him that same question and proceeded to cut his face into a smile :)

So the joker terrozies people and askes them the same question and cuts them too!
