What is the world's most oppressive government?

I was just wondering what the world's single most oppressive government is currently. I count social and economic freedom as one and the same. I was thinking either China or Russia, but I'm assuming there;s a less prominent country that surpasses them.

Probably the whacky dictatorship of North Korea. The country is often called the Hermit Country due to the reclusive nature of it's government. While Mr Kim live in opulence, the peoples of North Korea have been starved to death for decades.

It might be North Korea's government. It is hard to measure. Do you count only domestic oppression or oppression supported abroad?

In the American case, there are things like extraordinary rendition of foreign nationals by the CIA to be tortured in third countries. Now, do you count that torture as American torture, or foreign torture?

There are other things that could be said, but I can't answer your question unless you define it better.

Some of you may doubt whether the USA has ever practiced extraordinary rendition, but Condoleezza Rice stated in an April 2006 radio interview (see Wikipedia article, "Extraordinary rendition by the United States") that the USA did NOT do this, so...

In the same article, it says that a report from the Council of Europe estimated 100 people had been kidnapped by the United States CIA on EU territory, and rendered to other countries.

According to the European Parliament report of February 2007, the CIA has conducted 1,245 flights, many of them to destinations where suspects could face torture, in violation of article 3 of the UN Convention Against Torture.

If one counts being tortured as being under the most oppressive government of all, then, globally, in that the American government can strike anywhere in the world against anyone, the USA would have to be the clear winner of this contest and should be given the gold.

Countries like China mostly focus on domestic torture, but their support for Sudan might make them competitive with the USA.

North Korea has kidnapped foreign nationals in the past. Japan is still angry over 12 or so Japanese that it took off beaches in Japan.

That sort of thing makes it somewhat competive with the USA, globally.

It has also kidnapped hundreds (at least) of South Koreans over the years. The South Koreans don't seem to to fully realize this, and  it is not much of a political issue here in South Korea.
