The best time would be on your 'anniversary' that way the date still stays the same til you get married..unless of course you decide to get married on that same date .

Honestly, it depends on the women you are proposing to.  I know people who have been proposed to on Christmas, Valentines Day, their birthday.  Any and all major holiday's that have loved it.  I have other friends who said that would be cheesy.  It just depends.
