  3. In the U.S., in most states, you can work when you are 14 with a work permit (which typically restricts the number of hours you can work, especially during the school year). Also in most states, you can work when you ar 16 without a permit.

    Some occupations are exempt. In most cases, you can work for your family's business without a permit. Also, certain jobs (like professional acting, singing, etc.) may qualify for an exemption.

  4. A few places let 15 year olds work, but Most places have 16 as the minimum age. There is no age limit on  doing favors or working for family (As long as there is no government intervention and they are not doing anything severe).
