A couple of the big, local hotels have great waterparks as park of their feature draw.

Fiddlestix -arcade type location with go carts, bumper boats and driving range

Malls, but I really would not encourage any child to loiter in any mall.

Lazertag -various locations

Indoor go-carts -various locations

Zoo

Pink Jeep Tours

Boating or sailing- Tempe Town Lake, Lake Pleasant, Canyon Lake, etc.

Rollerblading, biking -several parks in the Valley can easily accommodate this type of activity.  Pleasant location that has nice views as well as safe.

ASU and downtown Tempe

Gammage -Broadway shows

IMAX, Arizona Science Center (Narnia, The Exhibit is there on tour), Phoenix Art Museum (free certain days of the month too),  The Childrens Museum in Mesa (the Jim Henson (Muppet's) exhibit was there fairly recently)

AND

Walking With Dinosaurs is on tour and will be arriving soon.

Of course there's always concerts too.

Several venues throughout Phoenix.
