well, you could do some ice skating at the city hall arena, or watch the new years eve show. the best place is at the top CN tower to hope to have  a year that's gonna bring u to the top of ur life

If you've got some money to spend, just go to a restaurant. They'll let you in, they just won't serve you alcohol.

There's bands at Nathan Philips Square and a party at Ontario Place, both are alcohol-free. A feast at a chinese restaurant is always fun too. Hope this helps and have fun.
