What is this Disney movie?

It hasn't been on TV for like ten years... But it's got this character, he's like a troll, got green shirt, red hair, there's a little boy and a little girl who are the main characters if I remember correctly, and it's animated... Takes place in some other world, where there's other people like the "troll", if thats even what he was... Anyone who knows the movie "Little Nemo", the animation and style is very similar I think... I can't even remember any character names or anything. Does anyone have any clue what I may be talking about?
