What are the details? How would it be implemented? What would its implications be on my paycheck? What would its implications be on my Second Amendment rights (which I do practice via gun ownership)?

There are those who prefer the US government give tax payer money for charity.  They think charity should be mandatory.  I disagree.  I prefer to select the charities to receive my money.
