It's a 3/8 drive speed-wratchet

It is called a speed wrench.  You put a socket on the end corresponding to the size of the nut or bolt you want to loosen or tighten.  It is used to install or remove multiple bolts or nuts that require relatively small amounts of torque.

Its a wrench with a winding handle to have give you more leverage called a speed wrench.

In New Zealand we call that a 1/2 inch drive speed brace.

This is a SPEED WRENCH.  It's used in conjuntion with sockets, and can come in 1/4", 3/8", or 1/2" sizes as the most common.  

The popularity of these tools has fallen off somewhat with the advent of affordable compressors and air tools.  These are faster, and much more s**y.

The main place you still see these used is in drag racing, where taking down the motor between runs is almost mandatory, and air systems are at a premium.  

These are much faster than some air tools, and definately have more "feel" to keep you from stripping bolts.

Lug nut wrench. It appears to be missing the socket that fits on the end of it, which also fits on your lug nut.

In case you don't know, the lug nuts are what hold your wheels on your car.

looks like a lug nut wrench.  it takes the lug nuts off the car wheels when changing the tires.
