What is this animated wall decor called?

I saw in a store a while ago some picture frame type things, but they were animated, and I believe they plug in and light up. The one I saw was an aquarium. I was wondering what these are called so I can search for this online. If you could tell me where to find these for low prices, that would be a bonus :) Thanks.
