What is this british comedy TV show?

in australia it was on abc or sbs earlier in the year and all i remember was that it was a british comedy like skithouse but the only re-curring character in each re-curring skit was this main black lady comedian. a few of the skits were:

1. she has a twin sister whos like a total pig/bogan that she carrys around on a chain and it styles peoples hair and fashion etc

2. shes a police officer and her and the chief are interviewing different teeen people from the street and they speak jibberish, and she says "I speak fluent street sir" and she translates jibberish nonsense into sentences and at the end she slaps the teenager and the chief says "why'd you do that" and she replys "The only way he (or she)'ll learn.

3. shes a buys driver thats all I remember

sounds like Little Miss Jocelyn.

I don't find her that funny.  Check out BBC3, she should be on there.
