I don't know where "starfish" is comming from but it's not from China.  On the other hand BP817 is on the money.  It is a Philipino dish. Quite popular I might add.  I don't remember how it was served but I know I ate it & I'm still alive so it must have been good....

Pancit is a popular food in PI (the Philippines.)

It's a stir fried noodle dish.

It's usually served with soy sauce, chopped vegetables, and sliced meat. It also has some citrus flavour.
