  1. There is no clue by which to judge the size of this object, but if it was attached to a car part, it surely must be bigger than an insignia someone would wear.  See the two discolored screws -- for fastening it onto the car part?  Possibly not there originally, but used by its owner, not its manufacturer, to fasten the object to the car.  Possibly just because he liked it, not because it meant anything in particular.

It would help if we knew to what part of the vehicle the thing was attached, and what type of vehicle it was.  Car? truck? motorcycle?  Was it a hood ornament, a gas tank cap decoration?

Do you know the answer? or are you trying to find the answer?

  2. It is probably either a "branch" indicator (it suggests Artillery to me), or an award for Marksmanship.  Having an idea of the scale of it would be a clue to whether it would be worn on a collar (suggesting branch) or on a breast pocket (suggesting a marksmanship award).

The less-than-perfect construction of it suggests two things as well.  One, it probably isn't from any of the NATO countries from any time after the 1920's, and two, it's a medal fairly common to the particular country of origin; Even the most third-world country made quality medals for valor.  However, it being "common" to the particular country doesn't mean it isn't something collectors are interested in.

Give some information about where it was found (if from a relative, what do you know of their military experience, or their country of origin?) and an idea of the size, and someone might know where to look or who to ask.  Without that, you're depending on someone here just happening to recognize it from personal experience, and that lessens your odds.

  3. It looks like an old Military emblem of some sort. Possibly German SS. It is definately very old.
