What is this form of jaw displacement called?

My fiancee has coped with a jaw displacement since he was born. His bottom jaw does not line up with his upper jaw; his front teeth do not touch. I've been looking online to figure out if it has a specific name and if it can be corrected through surgery at this point in his life. I do not want to ask him as it sometimes can be a touchy subject. I'd rather figure out on my own and have all of the facts before I present the idea to him. Does anyone know anything about this, or a location I can possibly find information about it?
