Could be a hover fly - they do look a bit like mini-wasps.

That's a wood wasp, they feed on dead wood and breed around conifer trees. The thing that looks like a sting is actually the egg laying tube (oviposter) and they are completely harmless. They do look a bit evil though.

It would really help to know where this insect was found... starting with what country.

But it looks to me like an Orange Spider Wasp.  Those are commonly found in Australia.  Is that where you are from?

That's a female Sawfly (Greater Horntail/ Greater Woodfly.)

Looks like a wood wasp to me. They're also called horntails.
