What is this measurement: 1mg 1-1?

Ok, I don;t know how to make the last "1" smaller, but this is some kind of notation. Best I can tell, it means "one miligram, one to the negative first power." But what in the world does that mean? I'm researching the amount of fluoride in natural water, and the report gave this number. Any idea as to what this means?

    but could the first "one" be a lower case "el"?

    in that case it is 1mg/liter

    using the lower case L as an abbreviation for liter is a never ending problem.

    I think your question is :

    What is this measurement: 1mg * l^[-1] ?

    l=liter

    So, the answer is 1 mg/ l^1

    =1 mg/liter    [as l^1 is l.]

    [note:

    for writing l to the power -1,

    write l,

    then press shift +6,

    you will get l^-1 that is [1/l^1]=l/1]
