What is this one really cool game called that you can build your own old Greek-like city?

I got it probably 8 years ago on my dad's computer and I can't remember the name of it! It wasn't a full game, only the very beginning and then it would prompt you to buy the full game, but it was like you were in control of this area of land and people would migrate to it, pitch tents, and if the area was prosperous enough their houses would evolve into huts and so on. The more money in rent you got, the better your town could be and you could buy things for your town like silos of wheat or clay pits or a classic Shakespearean theater? If anyone knows the name or it, I would be very relieved and thankful!!

oh, you must open it with cd mage

cdmage-beta.softonic.com

to use it, you open it, then go to file>open

then it will show the contents of the image. select file>extract and voila, it's now an archive in your comp. install it. and you run it.
