What is this part of the brain called?

I thought it was spelled quartex but I can not find it anywhere on the web. What is its purpose? What does it do? Does it have many layers? Or just give me a link which outlines what a "quartex" is.

Best answer will be determined by how much I learn, not by how much content, or the grammar of your response.

Thank you
