Virga.  Its rain that evaporates before it reaches the ground.

I know the picture looks like a "phenomenon", but what you actually have there is a picture of rain falling out of the clouds.  The reason you don't see that kind of thing every day is that you usually don't have a bright lit area behind the falling rain.
