What is this string-like thing?

My brother recently got a slip-n-slide.

we left out all night&&today my mom goes to put it away&&finds this black thinkg in it.

It looks likes string so she goes to get it&&it breaks.We have no clue what it is.

But its black&&when you get close to it, it looks like a long tube.It gets dreid up when its not in the water.Here is a pic of it:

Somebody's clothing partly unraveled. Probably got caught on something on the S&S.
