What is this thing on my p***s

There is this weird black thing it looks somewhat like a splinter but when I squeeze it and it comes out this white substance comes out to and after it comes out another one grows back please help

Sounds like an ingrown hair. Try (carefully, obviously) to remove the object with tweezers. If it isn't a hair or continues to be a problem, see a doctor immediately. That's not an area of your body you want to take chances with, I'm guessing.
