What is this toy? I really want to know.?

I found a toy of mine when I was a child and it is annoying me. I want to know what it is. I have taken two pictures of it, all the writing on it says is "Ã‚Â© '96 Street Wise Designs". http://i279.photobucket.com/albums/kk152/Skitch93/0823080852-00.jpg there are the pictures i have taken just click the links and they should pop up.
