What is this website if you type in a person's license plate and type of car?

Will it give you their home address? I know there is a such thing. And i know its for free.

There is not a site that allows you access to this info.

All states have different laws regarding "public information".  I recall license plate info access changed after some stalker found the address of an actress, (I think the one on "I'm A Big Girl Now") went to her home and shot her when she opened the door.
