simply put: its a scam.  The object is to convince you to pay money after depostiting a (false) check into your account or to give your account information for "verification of identity" or some such.  Once the scammers have your information they can monitor and loot your account.  Don't buy it, add it to the junk email or spam filter and  dont even waste time opening them.  this is 100 percent of the time.  ligitamate lotteries never get involved in the internet.
