USA   The amount of work stated can be accomplished by a good reputable paving contractor in less than one week, start to finish.

You might be dealing with a small contractor that does not have enough equipment or manpower to do the job quickly.  The contractor chosen might be a 3 or 4 person operation, that takes a long time to do the work but gets the job because they are cheap.

Check with your local municipality for rental ordinances.  If you cannot use the parking, you might be entitled to a rent rebate.  The building owner should provide alternative parking.
