A toner should be applied to your face after your moisturizer. It will give an even tone to your skin. This will help your make up to look the way it is supposed to.

All the above answers are off a little. Toner is used to even out the skin tone of your face. It reduces redness and gives your skin a more even color. Toner generally doesn't have an effect either way on treatment of acne, although a bad toner can dry out your skin.
