  2. Torque is a rating on a motor or engine.  Motors are electric.  Engines run on combustion (gas, etc)  Torque is easiest to think of as in twisting power.  turning power.

    Like I said it is a rating description, like height describes how tall someone is.

Unlike electric motors which spin, a torque motor is a electromechanical device that converts an electrical input signal into a mechanical rotational movement.  Their purpose is to position something (usually a valve) to allow the scheduling of a control or other device. They can be found in many jet engine controls.  When a torque motor has no electrical input the motor will sit in the null position.  If an electrical input of let's say 1 Milli amp is applied it will rotate a specific amount and hold that position.  If 2 Milli amps is applied it may rotate twice that amount.  If the current is removed then the torque motor will go back to the initial position.
