  1. The florescent lamp is used to being provided with low voltage energy.

  2. mcp

  3. Could you explain your question abit more?

But ill try to explain here,

Low voltage say 24v...  is generally coming from a 240v supply.  (this is Australian regulations here..  Over the world this varieys slightly.)... The 240v power goes to a transformer which is then reduced down to the power needed to run an appliance.

The same procedure apply's for Power lines and house power.

Here house power is about 240v.. and the lines have alot more then 1000v's in them.. its the transformers that change it down to 240 to send off to the homes.

    Hope that helps mate.

  4. Batteries, step-down transformers, regulated power supplies, and photo-voltaics are common sources.

  5. To provide a low DC voltage you can simply use a cell (of say 6V, 12V, etc) or even a Li-Ion battery.

However if you want to have low voltage AC then you can use a "step down transformer" which converts the high voltage AC mains to the low voltage you desire.
