What is w9 when it comes to tax's?

theres this person wanting me to work for them and they said they pay cash and i keep up with my tax's they said its called w9?can you give me info on that? is it a bad idea?

US citizens/persons fill out a W-9, get a 1099-Misc and pay all taxes (including 15.3% self-employment tax).

Non-Resident Aliens doing work in the US fill out a W-8Ben, have 30% withheld and may pay less at tax time.

Non-Resident Aliens doing work outside of the US do not fill out any US forms, nor do they fill out a US tax return.
