What is wrong with a DVD player when the screen constantly "flips"?

It just keeps "scrolling" so you can never get a clear picture. It's connected to the TV via the 3 small cables - 1 video and 2 audio.

That sounds like interference.  Try and connect it a different way, like s-video, component, HDMI, anything is better than what you've got, make it a quality shielded cable too.

It also sounds liek you have a hard tube tv, that might be the problem.

Check to see if the dvd player is set to progressive mode if it is turn it off.
