What is wrong with this HTML on my site?

When the site is opened, it stretches fine. However, when you shrink the window enough to have a horizontal scroll bar appear and then scrolling the page horizontally to the right, the text and header graphic float left.

You can look at the page source to look at the code, if you need an actual html document, I can email it to you.

The only fix that I had stopped the text and graphic from floating, but stretching the window moved the text and header.

Any help would be greatly appreciated.

Lose the background, make it all black. It's actually supposed to be like that, it's a poor choice of background
