What is wrong with this guy? Why is he acting so strange?

I met my brother's best friend in a party for the first time. He introduced himself and he started a conv. and we were talking. I could not talk to him much because I needed to help my brother. He was trying to help me too.

I next time I saw him and I wished him, he didn't even cared to look at me and he didn't wish me back or talk to me. So I left from that place and I was talking to my friends (girls). And I caught him staring at me many times. I couldn't understand the whole situation so I left and he left after a 1min I left.

I don't understand why he was so nice to me in the beginning and then doesn't talk to me but keeps staring at me.

Does he think I am a bad person or something? I didn't mean to igmore him the first time, I just didnt have time to talk to him.
