If you mean the profession, it is necessary.

If you mean the act of judging another person as many people do... it depends on if you know all the factors that will lead you to an appropriate conclusion.

judging a person before you get to know them is a natural instinct for humans. however many try not to judge others and dont want others to judge them which is also normal.

The dynamic of "judging" is a cultural thing.  Because of the global ethnic diversity that exists at this time, anyone can be judged by anyone, based on their cultural philosophy.  We all are judgmental, in some way, including me.  BUT!!! That doesn't mean it can be a negative thing.
