It depends what you are looking for.  I love Vieques there is so much more to do(more populated too).  You have to ways: If you rent a car and drive to Fajardo, you pay $2 for the ferry and around $5 per day for parking.  If you go to Isla Grande Airport which is right next to Old San Juan, you pay $160-$180 (It's been a while since I've had to pay) and take a 1/2 hr flight to Vieques.  Now, you will find more flights and ferry trips to Vieques than Culebra.

    Tip:  If you rent a car with thrifty, they have a drop off location in Fajardo and at least until a few years ago, they would drive you to the dock, give them a call and check it out.

    To explore San Juan? If you mean Old San Juan? It's a though one because if you are into history and art it could take longer than the average person that just wants to eat at yet another Burger King in another country.  But if you are young and healthy I'm going to say 3 days.
