i have to do a business plan, and i need to know what sort of jobs titles would be needed in a milkbar/cafe?

The answer to your question is relative. It depends heavily upon the size of your cafe, the hours of operation and the projected volume of your business.  Here are the basics.  

Manager

(Should have minimum of a two year degree in restaurant management or equivalent in related management experience)

Assistant Manager(s)

(Can work all positions in the restaurant and gives final approval on work schedules)

Kitchen Manager

(Can work all positions in the back of the house and schedules those personnel)

Dining Room Manager  

(Can work all positions in the front of the house and schedules those personnel)

Line Cook(s)

Prep Cook

Dishwasher(s)/Bus Person(s)

Host/Hostess/Cashier

Wait Staff (Includes counter and fountain worker(s))
