What kind of accent do the Heavy and Spy have in Team Fortress 2?

Scout: American

Soldier: American

Engineer: American (Texas)

Demoman: Irish

Medic: German (I think)

Sniper: Australian

So what about the other two?

I thought the scout was born in the U.K.

Heavy is from Russia IIRC.

Not sure on the Spy, as I have never really played as him.

I think the heavy may be german...?

But the Spy is definately a french accent.

The scout actually has a Boston accent and the Demo is Scottish. The heavy has a Russian accent and the Spy's accent is hotly debated. The 3 most common suggestions is either French, Spanish, or Catalina area.
