What kind of bird could this have been?

Question

I live in Oregon and the bird was mostly blue and it had a tuft on top of its head. It also had a weird shine to it. It was also the size of a small crow.

They are related to Blue Jays and native to the western US

I would guess a Stellars Jay..Blue Jays are not found in Oregon.
