No, I have had lovebirds and parakeets for a long time, and that is definitely a parakeet. It must just be a mutation. I saved the picture and will show it to everyone I know. That is one cool Parakeet!!

That is a rosy Bourke's parakeet.  It does look a lot like a budgie, but it is a different species of parakeet, and there is actually no such thing as a pink budgie.  They don't have a red pigment.

Its a parakeet alright , should be ok in the same cage I would think.
