it has the fastest one on the market. you can't  get them for pc.  but other brands are available.try xpcgear.com

The PS3 has a two speed Blu-Ray drive.

The drive speed can go all the way up to twelve, but right now faster drives cost way too much for a mass market console so Sony went for something slower, but at the same time cheaper to buy, produce and overall able to provide better read capabilities (as the faster something goes, there is a chance of misreads).
