What kind of bugs are these? ?

What kind of bugs are these? They are small - 1/2 inch and smaller, and they have infested my driveway. I have a neighbor who shares the driveway, and one of his trees seems to be diseased, so I'm wondering if there is a connection. I've lived in this house for five years, but I've never seen these bugs before. There are hundreds of them. I'm wondering if they are beneficial bugs or bugs that need to be exterminated.

i have no idea what they are but they are common in the u.s. i found a link since i was intrigued when you mentioned how many there was, its of no real use but its here anyway so you know your not alone

They're lovebugs.  The only problem that I know them to cause is damage to vehicle paint.  They get smashed on the hood and dissolve the painted finish.
