What kind of digital camcorder should I buy?

I want to get one for my boyfriend's birthday, and I don't want to spend more than $400...and it would be really great if I could get a good one for even cheaper. What's a good brand/model that is good quality, easy to use, has a decent battery life, and costs 400 or less?
